TOP STORY >>Secretary, chief send Air Force birthday message

SAN ANTONIO (AFPN) — The following is a message from Secretary of the Air Force Michael W. Wynne and Air Force Chief of Staff Gen. T. Michael Moseley on the Air Force’s 60th birthday Sept. 18.

“Sixty years ago today the Air Force became an independent service. Three days before becoming the first secretary of the Air Force, W. Stuart Symington noted in his address to the inaugural convention of the Air Force Association, ‘No Air Force can be created by legislative action alone. All the National Security Act of 1947 has done is to give us the green light. It must be considered an opportunity and not an accomplishment.’ Since that time, courageous Airmen have pushed the limits of imagination and technology to fight and win the nation’s wars.

“This anniversary gives us an opportunity to reflect on where we have been in just over a century of powered flight and just over five decades of rocketry and access to space. Today we also honor the extraordinary achievements and gallant sacrifices America’s Airmen have made in the defense of freedom. Born of the revolutionary ideas of military aviation and rocketry and forged in the fire of combat throughout the wars of the 20th century, a handful of visionary pioneers helped shape the most dominant Air Force the world has ever known.

“Today, our innovative, warfighting culture shines through as close to 700,000 Airmen — including our active duty, civilians, Air National Guard and Air Force Reserve — continue to answer our nation’s call. Of those Airmen, more than 235,000 are assigned to our global combatant commanders, defending this great nation through the operating domains of air, space and cyberspace. Over 35,000 Airmen are currently deployed to 120 locations around the world fighting the Global War on Terrorism.

“Yet, while we are fighting today’s war we are also transforming our service to meet tomorrow’s emerging threats. We are modernizing and recapitalizing our force. New aircraft, such as the F-22, F-35, new combat search and rescue helicopter and replacement air refueling tanker will ensure our edge in the air domain. We are also helping to maintain our technological lead in space by replacing our strategic communication and early warning satellite systems.Likewise, we are aggressively pursuing options that will position us to dominate cyberspace. These vital efforts aim to give the joint warfighting team critical advantages in the air, space and cyberspace. They foster Air Force cross-domain dominance — the ability to project power and create decisive and lethal effects through the air, space, cyberspace and against targets on the ground and at sea. They provide our nation with sovereign options.

“While the Air Force is a technically-oriented service, it is our Airmen who make our Air Force great. While we mark this milestone in Air Force history, we congratulate each of you. Total Force Airmen of the U.S. Air Force past, present and future can take pride in their roles in the Air Force’s success. Your service, dedication and sacrifice guarantee our ability to fly, fight and win for America today and into the future."

TOP STORY >>Cardiovascular Risk Assessment, Management Project available now

By Maj. Ella Colvin
314th Medical Group Health Care Integrator

If we were given the option to take steps that would enhance our daily and future lives, the majority of us would not hesitate to do so. It is estimated that one in three adults have some form of cardiovascular disease, a class of diseases that involves the heart and/or blood vessels (arteries and veins).

The lifetime risk for CVD is two in three for men and more than one in two for women at age 40.

Since 1900, CVD has been the number one killer in the United States every year but 1918. Nearly 2,500 Americans die of CVD each day, an average of one death every 35 seconds.

CVD claims more lives each year than the next four leading causes of death combined (cancer, chronic lower respiratory diseases, accidents, and diabetes mellitus).

The estimated direct and indirect cost of CVD for 2006 is $403 billion.

In an effort to improve the early identification, care prioritization, and management of Air Force personnel with elevated, but modifiable risk factors for developing Coronary Heart Disease, a narrowing of the small blood vessels that supply blood and oxygen to the heart, the Cardiovascular Risk Assessment and Management Project was designed.

By calculating certain risk factors using a tool called the Framingham Risk Score, a person’s likelihood of developing CHD within the next 10 years can be determined (assuming the risk factors remain the same).

Risk factors are conditions or habits that increase your chances of getting heart disease. Some factors, like family history and advancing age, can not be controlled.

Most of you can do something about these items; smoking, high pressure, high blood cholesterol, overweight/obesity, physical inactivity, smoking, and diabetes.

Risk factors included in the CRAM Project calculations are blood pressure, total cholesterol, HDL (good cholesterol), LDL (bad cholesterol), whether a patient has Diabetes Mellitus and whether a patient smokes lit tobacco products.

This data is useful to primary care managers and aerospace teams as it assists with devising programs and or treatment plans that keep our Airman “fit and ready.”

This data is also a useful supplement to the USAF Fitness Program when assessing cardiovascular status. The 314th MDG has about 35 Airmen who are in the moderate to high risk category for developing CHD. With continued education, medical intervention, involvement in physical and nutritional programs, the possibility of lowering that risk is great.

Everyone is encouraged to contact their primary care manager and the Health and Wellness Center to take advantage of the programs being offered to enhance our daily and future lives.

The Air Force Medical Service’s greatest challenges are providing a healthy, “fit and ready” force and improving the health status of our enrolled population.

The CRAM project is just one avenue that is available for assessing the status of our active duty population. An assessment will be completed on each person during their annual preventative health assessment.

TOP STORY >>94.1 FM, base commemorate birthday

By Staff Sgt. Kati Garcia
314th Airlift Wing public affairs

Central Arkansas classic rock listeners helped commemorate the Air Force’s 60th birthday Tuesday during their morning commute.

94.1 FM, The Point, morning personalities Kevin Clay and Jennifer Trafford, broadcast live from Little Rock Air Force Base’s Hangar 1080 from 6 to 10 a.m. The live broadcast included the show’s normal format of classic rock, news, weather and traffic, but weaved in interviews from Airmen and facts about the Air Force and Little Rock AFB.

“Little Rock Air Force Base has strong ties to their local community,” said Point DJ Kevin Clay. “On my short drive to work everyday, I see a sign saying that my road is maintained by Airmen from right here.”

The four hour broadcast gave listeners a chance to hear about the base’s mission and community involvement. And some local Airmen, like Staff Sgt. Josh Willingham, 314th Maintenance Squadron fabrication flight, were on hand to take part in contests that are normally reserved for call-in guests.

“I listen to The Point on my way to work,” Sergeant Willingham said. “So I was excited to be able to stop by and meet the people I hear on my radio everyday.”

Col. Mark Vlahos, 314th Airlift Wing vice commander, stopped by the broadcast early in the day to share his experiences at Little Rock AFB and realized that some community ties are stronger than one would expect.

“This is my third tour at Little Rock, but it turns out that I was a Scout Master for Kevin (Clays’) son during my second tour,” Col. Vlahos said.

Ms. Trafford said she was excited to be broadcasting from the base. “It’s not often that we’re able to get out and interact with the troops firsthand like this, so I’m thrilled to be here.”

Local recruiters were also on hand to talk about the more than 30,000 job opportunities that exist within the Air Force each year.

The Honorable Tommy Swaim, Mayor of the City of Jacksonville, turned out to share his take on the base’s ties to the local community.

“We love the military presence here,” the mayor said. “We are very proud of the men and women who serve our country and are proud to share our community with them. We know they may be in church on Sunday and leaving for Iraq on Monday and we support them in any way we can.”

Mr. Clay reminded listeners often of the Air Force’ 60th birthday and ended his broadcast with a “thank you” to the Airmen of Little Rock AFB.

“We want to thank them all for their service. All too often we take our freedoms for granted, so today we want to show our gratitude of everything they do.”

TOP STORY >>'Their sacrifice...Our freedom'

By Brig. Gen. (S) Wayne Schatz
314th Airlift Wing Public Affairs

Little Rock Air Force Base Airmen come together to recognize the sacrifices of America’s Prisoners of War and those Missing in Action in a ceremony at 11:30 a.m. today in Hangar 1080.

Today’s event will specifically honor the extraordinary efforts and heroism of seven Arkansans who were former POWs. Survivors Audrey Harris, Silas Legrow, Marion Morgan, Wayne Elliott, Homer McNew, Thomas Bonds and David Boland are the embodiment of the warrior spirit each should strive to uphold.

These men are heroes who survived the rigors of war and personify the values we all hold dear as Combat Airlifters. Their bravery and sacrifices are of legends. Their legacy is a standard for which we all should uphold.

We must never forget the sacrifices of our POW/MIA comrades. They are a reminder that our freedom is not free, but is paid for through the sacrifices of all America’s warriors. These gentlemen are the true definition of heroes.

We’ll gather together tomorrow night at 6 p.m. in downtown Little Rock at the State House Convention Center to honor many other heroes at our Air Force 60th Birthday commeration. Gen. Norton Schwartz, Commander U.S. Transportation Command, will be our guest speaker. Kim and I look forward to joining you for a fun evening of fellowship and celebration.

Today, we are fighting a Global War on Terror and many of us will be put in harm’s way defending the values we hold dear. I’m proud to serve with you as an extension of their legacy. We will not forget. Combat Airlift!

TOP STORY >>What is an ORI?

By Maj. Nate Allerheiligen
314th Airlift Wing Director of Readiness

“What is an ORI?”

This is the first in a series of articles to inform the base populace and extended Combat Airlift community about our upcoming inspections.

Through these articles, we hope to educate Team Little Rock about the expectations, preparations, and execution of our Operational Readiness Inspections.

An Operational Readiness Inspection is the single most significant inspection that a base can receive. It is given to validate the readiness of the installation to conduct its mission during both peacetime and contingency operations.

All three major units at the Rock — the 314th Airlift Wing, the 189th Airlift Wing of the Arkansas Air National Guard, and the 463rd Airlift Group — will receive ORIs next April.

In a single 2-week period, the entire installation will receive its exam on how well we conduct business.

The requirements of the inspection will vary for each wing and group and will be based upon the mission of that unit, as well as the major command conducting the inspection. The 463 AG will receive its inspection from Air Mobility Command.

Their inspection will require them to prepare for deployment, and then actually deploy a portion of the unit to another location (aka “Base X”) where they will practice their ability to survive and operation in contingency conditions. The Air Education and Training Command units, the 314 AW and 463 AG, will receive their entire inspection here at the Rock.

Their inspection will consist of work center inspections and interviews to validate compliance with Air Force and AETC instructions, a simulated deployment and ATSO exercise, a base major accident response exercise to test our installation readiness, and several focused functional area inspections.

So what should you, as a member of Team Little Rock (including our community supporters and retirees), expect as we get prepared for our inspections?

First, the base will require several exercises to get ready. During the exercises, we’ll need to practice our procedures for protecting the base from attack or respond to simulated disasters.

That will cause some interruption of services, traffic problems, gate closures, and the like. Second, expect an increase in the amount of information we will be publishing about base activities.

We’ll use media, such as the Drop Zone, to announce upcoming exercises, readiness events, or other preparation activities to keep the community informed of what’s happening and how to get ready.

How should you prepare?

The number one way to prepare for the ORI is to keep doing the excellent work that has made Team Little Rock the “outstanding” organization it is already.

Ask tough questions about yourself and your programs such as: “What would an inspector say if they came right now?” “What do I already know I need to fix but haven’t done so?” “What can I do to make my program stronger?” “Who do I need to team up with in order to resolve this problem?”

Get ready Team Little Rock. April will be a whirl-wind and the time leading up to it will be marked with long hours, exhaustive repetitions of preparations, and a lot of management oversight.

The reward that awaits us is the opportunity for us to show AETC and the rest of the Air Force what we already know: Team Little Rock is “Outstanding!”

COMBAT AIRLIFT!

TOP STORY >>Senior NCO shines in sortie success

By Tech. Sgt. Arlo Taylor
314th Airlift Wing Public Affairs

Air Education and Training Command recently recognized a 314th Maintenance Squadron Senior NCO for his part in keeping the 314th Airlift Wing mission flying.

Master Sgt. Dion Fernau was selected as the AETC-level nominee for the Air Force’s 2007 General Lew Allen, Jr. Award’s senior NCO category. The award recognizes the outstanding accomplishments of base-level officers and senior NCOs in aircraft, munitions or missile maintenance directly involved in aircraft sortie generation.

As squadron production superintendent, Sergeant Fernau led over 700 troops from seven flights and 20 different specialties in support of 88 multi-command C-130 aircraft flying 14,228 sorties while accruing a 99 percent aircrew student graduation rate.

“The key to winning the Gen. Lew Allen Award is a great team of professionals that work in the Maintenance Squadron and the (314th Maintenance Group), also a combined effort of my squadron supervision to recognize me for this award. “The outstanding personnel in the squadron and a personal drive to ensure that work was completed correctly the first time and in a timely manner (is the key to ensuring efficient and timely sortie generation),” said Sergeant Fernau.

Sergeant Fernau also directed repairs on 71 major aircraft isochronal inspections, garnering a 91 percent on-time delivery rate with eight consecutive quality assurance passes. He credits the sortie success, as well as his recognition, to the professionalism of maintainers at all levels and quality of their work.

“I attribute my success to the personnel that are out working on the aircraft and keeping them flying. Little Rock has an outstanding team that is improving all of the time. I was just fortunate I was chosen for this award,” he said.

TOP STORY >>General highlights AETC mission, impact, initiatives

By Tech. Sgt.
Mike Hammond
Air Education and Training Command Public Affairs

RANDOLPH AIR FORCE BASE, Texas — Gen. William R. Looney III, commander of Air Education and Training Command, treated a crowd of more than 2,000 to a look at “The First Command’s” mission, initiatives, and impact on the Air Force during opening comments at the 2007 AETC Symposium in San Antonio Thursday.

While highlighting the three main branches of the command’s mission — recruiting, training, and educating Airmen — the general was quick to point out AETC’s contributions to the Global War on Terror.

“We’re in the fight,” General Looney said. “Last year, we deployed more than 3,500 individuals to the AORs — about 1,450 are currently deployed. We have 113 people on 365-day rotations, and 20 percent are in non-traditional Army taskings in-lieu-of.”

In addition to the direct role of supplying warrior Airmen to the fight, the general pointed to the very real impact of training on Airmen’s success in theater.

“The vast majority of Airmen we train are going to be somewhere in harm’s way within the next year or two,” General Looney said. “It is up to us to impart to them the talent and skill they need to accomplish their mission in a world-class fashion and at the same time make sure we get them back safely to the families that love them.”

AETC includes Air Force Recruiting Service, two Numbered Air Forces, and Air University — each entity having many initiatives in the works.

The general highlighted the work of Air Force recruiters to bring in the right quantity of Airmen of the highest quality.
Noting that the Air Force has the highest percentage among all services of enlistees scoring in the top half of the Armed Services Vocational Aptitude Battery test, General Looney also pointed out that the Air Force admits the smallest percentage of applicants requiring any kind of moral waiver to enlist.

Upcoming initiatives to market the Air Force to potential applicants include aligning recruiting zones with zip codes and continuation of successful advertising and promotional campaigns.

Second Air Force is responsible for technical training. General Looney pointed to the November 2008 addition of two weeks to Basic Military Training, adding Survive, Evade, Resist, Escape training for all Airmen, and the stand-up of Common Battlefield Airmen Training as ways that Airmen working “outside the wire” will get the training they need to be able to perform and return home safely.

Nineteenth Air Force conducts flying training for the Air Force.

According to General Looney, the command’s new Initial Flight Screening operation is doing well in preparing flying candidates for the rigors of military aviation.

The general also told the crowd of the plans to stand up an F-22 basic qualification course. “This means we’re going to take some of the young lieutenants and make their dream come true — send them directly to the F-22.”

General Looney also pointed to a new undergraduate pilot training syllabus designed to produce an “even better pilot than we’ve already been producing” and training aircraft improvements like the upgraded avionics on the T-38C Talon.

Air University, the “intellectual and leadership center of the Air Force,” produces the students, faculty and ideas that shape how America conducts warfare across the full spectrum of conflict.

General Looney mentioned the importance not only of the continuing professional military education of Air Force members but also the work with airmen from international allies.

“Since 1958, more than 350 graduates of the United States Air Force Air University, from foreign countries, have risen to the rank of chief of their air force,” the general said. “The relationship built during their time in this country ... is crucial because it’s at the formative stage, usually, of their careers.”

He also noted that this relationship pays “huge dividends” in executing coalition requirements together. By recruiting, training, and educating Airmen throughout their careers, AETC executes its mission of developing America’s Airmen today ... for tomorrow.

“Right now, today, we are training the first sergeants and squadron commanders of 2020,” General Looney said. “We are now training the command chiefs and wing commanders of 2025.

And we are recruiting, training, and educating the general officer corps that will lead this Air Force in 2030.

“I can’t think of any mission more important to our Air Force,” General Looney said, “than the one we have right here in AETC.”

TOP STORY >>Patriot Day a day to reflect

Note: Speech delivered at 9/11 Remembrance ceremony.

On Sept. 11, 2001, at 8:46 a.m. the world changed, the country changed, and individual lives changed—never to be the same again. Lost in the terror attacks that morning were nearly 3,000 Americans: wives and husbands, mothers and fathers, daughters and sons, friends and co-workers.

The loss was felt by every American and by our friends around the world. I'm sure that most of you have a very personal story about where you were, what you were doing, and how you felt when you became aware of the attacks.

The attacks had a profound affect on every American. Therefore, it was only fitting for the President to have signed U.S. House Joint Resolution 71 into law designating Sept. 11 of each year Patriot Day.

On this day, the U.S. Flag flies at half staff on all federal government buildings and installations in remembrance of the Americans lost in the attacks on the World Trade Center, the Pentagon and the airliner brought down in Pennsylvania.

They have joined the league of American Patriots who have made the ultimate sacrifice for the country and freedom.

Today, we remember them as Patriots.

Patriot is defined as "one who loves, supports, and defends one's country." All who have lost their lives in service to our great nation deserve the title “Patriot”.

Their families who have endured such great loss deserve the title “Patriot”. All standing here this morning are deserving of the title "Patriot" because you answer the call of duty each day. Our families are deserving of the title "Patriot" because they serve by our side supporting us each day. Our friends in the local community are deserving of the title "Patriot" because their love for this country shines bright in the outstanding support they provide the warfighter. So as you go about your duties remember the Patriots — those who have passed and those currently serving in and out of uniform.

The highest honor we can pay our Patriots is to renew our determination and commitment to winning the Global War on Terror.

At Little Rock Air Force Base, we pay tribute to them through our commitment to providing our nation with an unparalleled Combat Airlift capability. The Combat Airlift mission, the one you execute with so much skill and professionalism each day, is vital to national security. You honor yourselves and all Patriots with your service.

Thank you for all you do for your Air Force and your nation.

TOP STORY >>463 AG shows appreciation to Blytheville

Photos and story by
Airman 1st Class Steele Britton
314th Airlift Wing photographer

The 463rd Airlift Group gave back to the local community and employees of the Blytheville-Gosnell International Airport Authority with a display of combat exercises and C-130 capabilities last week.

Two C-130 static displays, briefs on air-drops, hands-on night vision opportunities and demonstrations of the Hercules training were all part of events that took place at the airport Aug 29.

“One of the main reasons we hold these visits is to recognize the support given to us by the Blytheville community and its citizens,” said Capt. Anthony Pattinson, 463 AG assistant chief of flight safety. “Our aircrew fly over this area several times a week and we want everyone here to be aware of what we’re doing and why.”

When the two Little Rock Air Force Base C-130 crews arrived in Blytheville, they were met by members of the local airport authority and about 200 Blytheville residents. The aircrew gave tours of the aircraft while 463 AG commander Col. Jeff Hoffer met with several distinguished guests.

Capt. Pattinson delivered a briefing on the group’s operations and on how the training conducted in Blytheville impacts combat readiness.

“Being able to fly over this area is vital to our training,” Capt. Pattison said. “But it is great for us to know that we have the support of this entire community.”

Along with briefings and tours, members of the community were able to observe night operations of the C-130H while using ANVIS 9C night vision goggles.

Additionally, airmen from the 314th Civil Engineer Squadron’s fire emergency services met with about 20 members of the local fire department. They provided the Blytheville fire fighters with training on what to expect in the event of a mishap at their airfield.

Afterward, the two departments worked together on better understanding safe rescuing procedures.
The trip to Blytheville is an annual event aimed at strengthening ties between the base and local communities.
