The 19th Civil Engineer Squadron Recycling Center on Little Rock Air Force Base contributes to the prevention of millions of tons of recyclable items from going into landfills daily by educating base personnel on proper waste management.

On Oct. 31, 1991, President George H. Bush signed an executive order declaring that all federal agencies will promote cost-effective waste reduction and recycling of reusable materials from waste generated by federal government activities.

Since then, Team Little Rock personnel have worked to save money and reduce waste at the base recycling center.

The self-funded design allows all proceeds from recycled items to be put back into the program. The team promotes recycling awareness and encourages members to not dismiss even one aluminum can.

“People often think that one soda can doesn’t matter,” said Ronnie Shaw, 19th CES Qualified Recycling Program manager. “Even if only half of the base population drinks soda and recycles the can daily, we could earn approximately $25,000 toward recycling annually and keep approximately 75,000 pounds of aluminum out of the landfill yearly.” 

The base may be fined every time banned items such as car batteries are improperly disposed of. By diverting those items from being thrown away, the center helps save money that could otherwise be essentially sent to the landfill. 

Patrons are encouraged to pre-sort items before bringing them to the facility by keeping white paper separate from colored paper, such as sticky notes or documents with colored logos.

Additionally, a self-service shredder is available for paper with Personally Identifiable Information and For Official Use Only documents.

“The purpose of the facility is to prevent recyclable materials from ending up in landfills,” said Wally Garron, 19th CES Recycling Center warehouse manager. “We’re going to run out of land one of these days, we have to change things now to prevent that.”

The Air Mobility Command’s largest exercise is set to kick off July 28 at Joint Base Lewis-McChord, Washington. Team Little Rock Airmen from a variety of career fields are set to participate. Maintainers from the 19th Maintenance Group will lead the charge from the ground to ensure aircrews take flight. 

According to AMC, Mobility Guardian 2017 will be the most realistic, real-world, scenario-driven exercise ever conducted. 

Approximately 25 nations will participate in the two-week event as service members perform tasks often seen in deployed environments such as airdropping paratroopers and supplies, setting up remote airfields, accomplishing aeromedical evacuation missions and conducting aerial refueling.

Dozens of Team Little Rock Airmen have been working together and planning for the event for several months. 

“This exercise encompasses everyone,” said Lt. Col. Bret Echard, 41st Airlift Squadron commander. “The 314th Airlift Wing is sending one of their aircraft, the Reserves (913th Airlift Group) are sending a crew and we have been training with the Guard (189th Airlift Wing) to prepare flying with other C-130H models.”

The people, planes and cargo supplied by Team Little Rock will ensure aircraft are operational, improve interoperability with joint and allied partners and allow Airmen to train like they fight.

However, mission success would not be possible without the assistance of maintenance Airmen working around-the-clock. 

The 19th MXG is tasked with leading the coordination and execution of maintenance operations during Mobility Guardian 2017. 

“Our unit can be tasked to deploy at any time,” said Eugene Shelton, 19th MXG unit deployment manager. “So this is an outstanding training opportunity for us as well as other supporting units across base.”

A C-5 Galaxy, C-17 Globemaster and 10 C-130Js will be loaded by Team Little Rock Airmen with more than 100 troops and thousands of pounds of cargo, consisting of supplies and aircraft parts. 

“It’s been about four years since we’ve moved this much cargo at once,” Shelton said. “So this is a big deal.” 

It’s estimated that around 100 sorties will fly out of Joint Base Lewis-
McChord each day during the exercise. 

Other bases participating in the exercise include Fairchild AFB, Washington; Altus AFB, Oklahoma; Dyess AFB, Texas; and Joint Base Charleston, South Carolina.

But when maintenance issues do arise, Little Rock’s Combat Airlifters will be the ones on the front lines. Airmen from the 19th MXG will certify that every aircraft component is maintained to the most precise standards. 

Without them, pilots would be unable to fly safely and effectively in order to accomplish the mission. 

Mobility Guardian 2017 will provide Team Little Rock Airmen with an unparalleled opportunity to put all of AMC’s capabilities to the test. The event creates a unique forum to share tactics, techniques and processes essential to maintaining readiness and sustainment in coalition campaigns around the globe.

Airmen and their families can take part in the Hammer and Brush class available at the skills center on base and become more experienced with woodworking in a hands-on setting.

The class is divided into four sessions consisting of making signs, artfully displaying family memories, crafting clocks and revamping old materials with the intention of encouraging their students to be creative. 

“Every class is different because I put an emphasis on individual creativity,” said Hilary Shambaugh, 19th Force Support Squadron skills center director. “I set these classes up to give my customers creative freedom.”

Team Little Rock members are offered the chance to socialize and enjoy new experiences, as well as repurpose materials, such as old library shelves, picture frames or cabinet doors to create something new and meaningful.

“We are normally able to give advice and help anyone create a product they can take pride in,” said Ed Eick, 19th FSS wood and frame shop worker. “The idea is to give students the mental tools to be able to successfully create their own projects outside of class.”

The Hammer and Brush class allows participants to de-stress by giving them something to occupy their mind and feel a sense of accomplishment from having physically made something.

“We have a wide range of people come in for classes, regularly having whole families attend,” Shambaugh said. “One of the core values of the skills center is to teach members on base skills they can use for the rest of their life.”

Working vigorously through 13 to 16– hour days, 91 degree Arkansas heat and hail storms, missing Memorial Day barbecues and time off with family and friends, eight members from the 19th Logistic Readiness Squadron Vehicle Maintenance shop completed the seemingly impossible.

These Airman earned the title of a Tiger Team by saving a mission essential vehicle in record time.

Airman 1st Class Christine Tourville, Airman 1st Class John Derting, Airman 1st Class Richard Yap, Senior Airman Tanner Lunn, Senior Airman Tyler Gruber, Staff Sgt. Brian Wails, Staff Sgt. Jesse Barstad, and Master Sgt. Joseph Isaac are the Tiger Team.

While performing routine maintenance on Striker Eight, one of Little Rock AFB’s P-19 Firetrucks, on May 8, 2017, Senior Airman Tyler Gruber, 19th LRS firetruck and refueling maintenance mechanic, noticed metal shavings in the truck’s power divider strainer.  

After extensive research and troubleshooting, the team determined the power divider was progressively failing. Without this piece, the firetruck is unserviceable.

Unlike other vehicles, if the P-19 Firetruck is inoperable, missions come to an abrupt halt. Little Rock Air Force Base currently has two P-19 Strikers, but they both need to be in service at all times in order for C-130 operations to continue.

“Mission comes first,” said Isaac, Tiger Team lead. “If that truck goes down, so does the mission. If there are any landing zone missions at either Little Rock Air Force Base, Camp Robinson or Fort Chaffee, we have to decide which mission to shut down. If the firetrucks are not fully operational, planes don’t fly because it creates a hazard.”

With their mission on their mind, the Tiger Team buckled down and obtained all of the parts required to fix Striker Eight in less than 48 hours. 

“We sat down with the Tiger Team and challenged them to complete the project safely and efficiently in five days,” said Capt. Colton Reid, 19th Logistic Readiness Squadron V-Flight Commander. “We built a plan and it was executed perfectly.”

The tiger team began repairing the P-19 Firetruck on May 26, 2017,

These Airmen continued to sustain Little Rock AFB’s mission of tactical combat airlift through heat, grime and a time crunch.

“The record for replacing a power divider is seven days,” Isaac said. “The Tiger Team did it in five.”

The power divider was replaced and Striker Eight was fully operational May 30, 2017.

If the job was contracted, it would have cost the Air Force $68,000 in labor alone. The P-19 Firetruck would have been out of service for more than a month, disrupting every C-130 training operation at Little Rock AFB. 

“Due to these Airmen, their fantastic work ethic and relentless effort, the Striker is back in service and Team Little Rock missed zero training missions,” Reid said.  “There was not one complaint, gripe or moan about work.  They came together as a team and totally embraced the Air Force core value ‘Service Before Self.’ I couldn’t be more proud of these Airmen, or to be a part of this unit.”

Pest Management Airmen from the 19th Civil Engineer Squadron tackle some of Team Little Rock’s most persistent problem residents: vermin and insects. 

Pest Management is in charge of controlling the population of pest species on base. The Pest Management team is responsible for spraying pesticides to keep plants and bugs from threatening structural integrity and capturing larger animals, such as raccoons, skunks and opossums from areas on base and releasing them into an area where they will be safe and not present a threat to the base populace. 

“We’re responsible for most plant or animal related problems on base,” said Airman 1st Class Alexander Smith, 19th CES Pest Management technician. 

A typical day for the critter catchers begins with a dead animal patrol. This consists of roaming the roads for any animals that met an untimely end the day prior and disposing of them in an appropriate location. Once the base is rid of decaying carcasses, their team checks their work orders, gathers the equipment they’ll need and tackles the rest of their day. 

The morning preparation also includes safety inspections for the chemicals they use. Pest Management works with 19th CES Environmental Control, by checking in with them regularly to make sure that their chemicals are not overly harmful or have a high chance of impacting the surrounding area. 

In addition to this, Pest Management regularly checks the weather. If the weather forecasts predict rain within the next couple days, Pest Management will avoid spraying to keep the chemicals from being washed away and affecting the environment.

Rainy days give the Pest Management Airmen time to take care of other duties, such as setting traps and spraying inside buildings to rid them of pests.

“The most common pests we encounter are ants, cockroaches and wasps, but some of the hardest animals to deal with are armadillos,” Smith said. “Their habit of burrowing underneath buildings and walkways can be very damaging and also make them very hard to capture.” 

Capturing, instead of killing, is a priority for Pest Management. As such, they work with Environmental Control to assist them with information on which animals are endangered and should be transported to a more suitable location for their own good. They also capture raccoons, skunks, opossums and armadillos and release them to Holland Bottoms State Wildlife Management, per a pre-coordinated agreement with the site. “That’s something other bases don’t have,” Smith said.

However, the main “trouble makers” are intrusive weeds. They are nearly impossible to fully control and require vigilance and continuous treatments to keep them in check. While this is being done, the Pest Management team also ensures the Air Force remains good stewards of Little Rock AFB and its surrounding environment.

Though a job most would scurry from, Pest Management is vital to the cohesive and safe dwelling that both humans and animals share at Little Rock Air Force Base.

An Airman anxiously watches his child flip through a coloring book in a brightly-colored waiting room decorated with cartoon characters. After patiently waiting, a medical technician calls them back to be seen at the 19th Medical Operations Support Squadron pediatrics clinic at Little Rock Air Force Base, Arkansas.

The pediatric clinic provides health care to children of active-duty service members and retirees; an additional service that has a positive impact on operations base-wide.

“Being a parent in the Air Force is hard and you spend a lot of time away from your kids,” said Tech. Sgt. Mariah Pike, 19th MDOSS maternal-child flight chief. “We take care of kids so their parents can focus on the mission without having to worry about their child’s health.”

The pediatrics clinic provides routine and acute healthcare to children. The clinic also offers walk-in hours for anomalies such as sore throats and wart treatments. On average, the clinic personnel see approximately 90 patients a week. 

Despite their large clientele, the clinic makes an effort to provide a pleasant experience for each of their younger patients.

“All of us try to make it as fun as we can for them,” Pike said. “For example, everyone hates getting shots. So, we give them stickers at the end of the experience to make it more of a fun memory instead of a painful one.”

While making a positive impact within their playfully decorated facility, the pediatrics clinic makes an impact in the surrounding community. 

“We provide education at the child development center and the youth center for emergency medication administration, such as inhalers,” Pike said. “We try to educate these kids and keep them as healthy as possible so they can help keep all the other kids healthy too.”

The clinic’s influence reaches even further in the community due to their working relationship with local medical facilities such as Arkansas Children’s Hospital and Pinnacle Pointe.

“One of the biggest things we do here are referrals,” Pike said. “We receive some of the most complicated medical cases in the Air Force here because some service members have children who are really sick. There aren’t many places in the Air Force that they can go so they come here for the resources. In a way, we bring business to local providers, especially if it’s something that specializes in a resource we don’t have. ” 

The dedication and extensive impact in the community proves the clinic puts their patients first with genuine care for each patient.

“Almost all of us here are (parents) so we understand where they’re coming when they are scared and worried for their child,” Pike said. “We’re here (for them) and we want to help.”

Scouring planes, restoring monuments and preserving legacies are some of the integral mission support duties of the 19th Maintenance Squadron Corrosion Control shop.

Stopping the breakdown of aircraft and keeping the C-130J fleet combat ready is the cornerstone of the corrosion control shop.

“Our overall mission is to aid in the prevention of corrosion and deterioration for all assigned Air Mobility Command, Air Education and Training Command and 189th Air National Guard aircraft,” said Tech. Sgt. Matthew Mannion, 19th Maintenance Squadron corrosion control production supervisor. “Our hardworking Airmen are what allow us to accomplish this mission.”

Corrosion control Airmen maintain the C-130Js by keeping them free of rust. They accomplish this by carefully inspecting the aircraft and taking preventative measures, such as redoing or touching up an aircraft’s paint to provide a protective coating against elements which can cause rusting or deterioration to occur.

“We’ll have an engine come in that has to be sanded down, masked off, wiped down, primed and then repainted,” said Senior Airman Wesley Garnes, 19th Maintenance Squadron aircraft structural maintainer.

The work these Airmen do is one of the very first safeguards for aircraft on base. Aircrew rely on corrosion control Airmen doing a good job to be able to properly execute critical operations at a moment’s notice and keep their tactical capabilities at an all-time high.

“There’re a lot of factors up in the sky that can lead to degradation and rusting of the aircraft; from humidity, wind resistance, bird strikes and bad weather,” Garnes said. “There are a lot of things that can damage the paint of an aircraft. All of our paint and repairs help keep that from happening.”

The corrosion control Airmen display a strict attention to detail, as well as constantly preserving key assets of Little Rock Air Force Base. Allowing those resources to be implemented effectively.

The 19th Communications Squadron Client Systems Airmen maintain and troubleshoot a vast cyber network of approximately 8,000 computers at Little Rock Air Force Base, Arkansas. 

The cyber mission reaches all facets of Combat Airlift from maintainers doing technical orders and scheduling aircraft on the flightline to personnel managing files and information at their desks.

“Our mission is to ensure all network computers are up and running from the jack in the wall to the desktop software,” said Airman 1st Class Stephanie Wilkie, 19th CS Client Systems technician. “We ensure everyone has access to what they need to accomplish the mission.” 

The tech savvy Airmen are the central hub for ensuring a secure and accessible computer network. They are tasked with sending out security updates, patches and installing new software while also providing essential customer support. 

“Almost everything is connected through technology now-a-days, whether on the web or through a cloud,” said Master Sgt. Mark Jenkins, 19th CS client support section chief. “I’m blessed to say that I work with some pretty phenomenal and smart Airmen, who are skilled in what they do and help others understand it, too.” 

From a computer’s hardware to its software, the client systems Airmen can remotely access a computer from their office or go on location to troubleshoot an issue. 

“Customer support is the most important aspect of what we do,” Jenkins said. “We immediately get called when someone can’t get to a mission system, run a program or communicate with one another. All that is a crucial role in Combat Airlift, and we are a great mission enabler.”

The cyber Airmen accomplish their work through processed tickets and work orders. One way they perform preventative maintenance is by pushing software updates to all computers at once. 

“It’s important our computers are always updated and secure in case of an emergency,” Wilkie said. “Communication is critical to the different audiences inside and outside the base. When it comes down to the real mission of what we do, it is to ensure communication is always there.”

Air Mobility Command leans forward in new technology. As Windows 10, a computer operating system, is integrated onto Little Rock AFB computers, the 19th CS Airmen are far ahead of the projected completion time. 

“We transitioned 15 percent of the base in one month,” Jenkins said. “The Air Force’s goal is to be done by early next year, but we are targeting to be done by fall of this year.” 

Client Systems Airmen are cyber warriors working behind the scenes to ensure base operations run smoothly. They maintain and support a vast cyber domain that contributes to mission success across all aspects of Combat Airlift.

The 19th Airlift Wing, along with tenant wings and civic leaders, welcomed their new commander, Col. Gerald Donohue, during a change of command ceremony July 11, 2017.

Donohue assumed command of the 19th AW from Col. Charles Brown in a ceremony presided by Lt. Gen. Giovanni Tuck, 18th Air Force commander.

Prior to departing, Brown thanked the 19 AW for their hard work and dedication to the Combat Airlift mission. As he left, Brown had one final request of the attendees which left the auditorium ringing with a charged chant of, “We Are … Black Knights.”

With a constant focus on the partnerships and teamwork which make Little Rock Air Force Base the Home of Combat Airlift, the 19th AW will continue to provide rapid global mobility and execute gray tail diplomacy under Donohue’s leadership. 

“I share the passion for the air mobility mission, a mission that continues to represent an absolute asymmetric advantage for our nation and a mission area in which the 19th Airlift Wing continually demonstrates it is a cornerstone,” Donohue said.

At his previous assignment, Donohue commanded the 86th Operations Group, Ramstein Air Base, Germany, the largest and busiest C-130 and operational support aircraft squadron in the Air Force and provided the European and African theaters with airlift and aeromedical evacuation support to include combat ready air transportation, rapidly deployable equipment, supplies and people. 


“I am honored and humbled to stand before you today,” Donohue said. “I pledge to work every day to earn your trust, confidence and respect as we seek to further the accomplishments and reputation of this wing.”

Airmen are encouraged to think ahead to safely arrive home after a night of drinking. If those plans fall through, Airmen Against Drunk Driving is there to help.

AADD is a group of volunteers at Little Rock Air Force Base who provide rides home to service members, dependents and civilian employees who have been drinking – no questions asked. 

“We aren’t here to get you in trouble,” said Airman 1st Class Cooper Graham, AADD vice president and 19th Communications Squadron client systems technician. “We just want to get you home safely.”

AADD’s mission is for every Airman to get home incident free every night, even when their plans don’t work out. If arrangements with designated drivers or friends fail, AADD volunteers can prevent the temptation of driving home under the influence of alcohol. 

The service is anonymous, and the dispatcher and drivers don’t ask questions or keep a record of calls; the purpose of AADD is protecting the individuals of Little Rock AFB, not to get them in trouble.

“Everyone who puts their life on the line for our country deserves to be taken care of,” said Airman 1st Class Wyatt Lynch, AADD president and 19th Communications Squadron client systems technician. “We will pick you up, take you home and make sure you’re safe.” 

Anyone assigned to Little Rock AFB can assist with AADD and serve as dispatchers, standby drivers, schedulers and advertising and recruitment coordinators.

The Auto Hobby Shop offers members a place to repair or service their personal vehicles, as well as offering basic maintenance classes.

Individuals on base have access to equipment from a ball joint press to a car lift at a low cost compared to other commercial mechanics.

One of the major benefits of the shop is base members can save money by repairing their own vehicles utilizing equipment they may not have at home as well as have a mechanic on standby to educate them and answer any questions they may have.

“I just enjoy helping people out and seeing them walk away with a smile,” said Thomas Johnson, 19th Force Support Squadron Auto Hobby Shop lead mechanic. “Their car is fixed the right way and they’ve saved a substantial amount of money.” 

Good customer service and a knowledgeable staff are the pillars of the Auto Hobby Shop.

“When people come in, they get first-hand knowledge from a certified mechanic while learning basic mechanics on the vehicle,” said James Simpson, 19th FSS Auto Hobby Shop parts and tools attendant.

Tools and a helping hand aren’t the only things offered at the Auto Hobby Shop; classes are taught by professional mechanics and are available to everyone.

“We offer one class a month for members on base about things like general maintenance, brakes maintenance or a class on how to better deal with winter troubles later in the year,” Johnson said. 

At some point, people will experience mechanical difficulties with their car. They can rest easy knowing the Auto Hobby Shop of Little Rock AFB is there to assist them with all of their mechanical needs.
