The Herk Hall, formerly the base theater, reopened Oct. 1 after nearly two years of renovations. The combined efforts of the 19th Civil Engineer Squadron’s Simplified Acquisition Base Engineering Requirements Team, 19th Contracting Squadron and contractors made the project happen. 

Team Little Rock had been without its theater since the spring of 2014. The original construction overhaul fixed the building’s roof after a severe storm. After the temporary repairs were made, it was determined more repairs were needed in order to make the building safe. In September 2014, a $1.3 million project was awarded to thoroughly repair the storm damage. 

Due to the scope of the project, management would be a large task that would take several parties to help accomplish. One of the largest challenges was when the contractors discovered the theater’s roof was not the only faulty portion of the building. However, after countless modifications, purchase new curtains, installation of new audio visual equipment, and secure a lighting upgrade, the project’s original amount increased to nearly $2 million.

In spite of the obstacles and delays this renovation has overcome, the building has been returned to its former glory and is now once again operational. The new layout has a seating capacity of more than 550 occupants, which more than doubles the capacity of any similar gathering facility on the base.

 Defenders from the 19th Security Forces Squadron conducted force-on-force and riot training Oct. 12-13 at Little Rock Air Force Base. 

Force-on-force and riot training are an annual requirement conducted over the course of two days to prepare 19th SFS members for expeditionary and homefront operations.

“Security Forces troops are required to complete more than 100 hours of training every year in addition to their primary duties,” said U.S. Air Force Master Sgt. Justin Buchholz, 19th SFS training NCO in charge. “We strive to find the most practical and applicable training while keeping it engaging, and when we can, fun.”  

Defenders donned protective gear and equipped themselves with weapons loaded with paintball rounds.

The 19th SFS members swept, searched and secured the area, facing opposing forces in the simulated urban terrain for a real-world crisis event training scenario.

“Our force-on-force and riot control training are two of our most dynamic and interesting blocks of instruction, making them fun to instruct and attend,” Buchholz said.

More than 15 Team Little Rock Airmen volunteered to portray rioters during the riot-control portion, launching rocks and chairs at the defenders to simulate a real-world riot environment. 

“A vital portion of the Defender’s response was unity,” Buchholz said. “Ours are the best at what they do.”

This season, the Department of Defense’s entire supply of flu vaccinations will be administered through the inactivated influenza vaccine or the flu shot.

The FluMist will not be available at DOD facilities or covered by TRICARE. The Centers for Disease Control and Prevention recommended against using FluMist this year due to its ineffectiveness in preventing the flu among certain age groups. 

“Everyone who would like to or has to receive the flu vaccine (service members) will be vaccinated with the inactivated influenza vaccine or the flu shot,” said U.S. Air Force Staff Sgt. Ryan Duckett, 19th Medical Group Immunizations Clinic NCO in charge.

In the past, FluMist was either comparable to, or better than, injectable vaccines in certain younger populations. However, in recent years that advantage was not evident. According to the CDC the reason for the recent poor performance is not yet known.

“We do not expect a flu vaccine shortage for the 2016-2017 season,” said U.S. Army Col. Margaret Yacovone, Defense Health Agency Immunization Healthcare Branch chief. “The DOD has contracted for 3.6 million doses of injectable flu vaccine, which is expected to fulfill our immunization needs.”

Service members may go to the immunizations clinic at the 19th Medical Group to receive the mandatory vaccination.

“It’s important for service members to receive the flu vaccine to help prevent them from contracting the flu virus, which may result in them missing work or possibly being hospitalized in more severe cases,” Duckett said.

“Honor to the soldier and sailor everywhere, who bravely bears his country’s cause. Honor, also, to the citizen who cares for his brother in the field and serves, as he best can, the same cause,” a quote from President Abraham Lincoln. 

Today, many veterans have made it their responsibility – long after they have traded in their uniforms for civilian attire – to continue caring for their fellow service members. 

According to the 2015 Statistical Report on the Military Retirement System, over 2 million military retirees live in the U.S. That is 2 million friends, neighbors or family members who have sacrificed their time, body and mind to the freedom Americans enjoy today. But some continue to serve even after their call of duty.

Retirees who serve at the 19th Airlift Wing Retiree Activities Office continue their service to their nation by ensuring veterans have the resources and support system needed to transition from military service, seek help in navigating the process in attaining military benefits or simply providing a support system for those who still need the camaraderie offered while serving alongside their brothers and sisters in arms. 

For retired U.S. Air Force Chief Master Sgt. Donald Smith, a director for the base RAO, the transition from active-duty service into the civilian sector allowed him the opportunity to reflect on what left the greatest impression on him while serving. 

“What do I miss most? The people,” said Smith, who served in the U.S. Air Force from 1968 to 1998. “I miss it because I’m not able to have an input and impact on people’s lives in that manner.”

For retired U.S. Army Col. Henry Ward, it was about continuing to serve the people who honored their nation by serving in the military. 

“The main reason this country is what it is today is because of (the veterans) who fought for our freedoms and believed in this country,” said Ward, who served 37 years in the Arkansas Army National Guard from 1955 to 1992.

Together, along with other volunteer retirees, the RAO staff continues their service by helping Arkansas’s 25,817 strong retiree community. 

Some of the things the RAO provides is assistance with the Veteran Affairs system and other processes veterans may need to enact.

“We try to put out information to all branches of the service that need help as far as pay, lost records, referrals to the VA, coordinating (help) with benefits that they deserve and do not have at the moment – things of that nature,” Ward explained.

Taking care of people is a characteristic instilled throughout service member’s careers. For Ward and Smith, it was this principle they apply to serving the tight-knit retiree community they are a part of. Helping others is not a choice, but rather what they always have done and continue to do.

“During my enlistment, I saw a lot of retirees that didn’t have a place to go or have anyone to talk to when they had a problem,” Smith said. “This program gives a retiree a place to come to and have a face-to-face discussion with an individual about any problem they might have.”
Because the RAO takes great pride in providing a sense of community to Veterans, they look for opportunities to connect retirees. One way they do that is with their main annual event: Retiree Appreciation Day. 

“It’s the most special event we do on Retiree Appreciation Day,” Ward said. “I would love to see all active-duty personnel on base come by and see what goes on!”

Retiree Appreciation Day is Oct. 22, 2016, from 9 a.m. to 2 p.m. and is scheduled to be held at the Walters Community Support Center on Little Rock Air Force Base, Ark. The event will boast an array of informational booths open to all Team Little Rock in support of Arkansas’s retiree community.

The 19th Civil Engineer Squadron Environmental Element received the General Thomas D. White Air Force Environmental Quality Non-Industrial Installation award Oct. 12, 2016, at Little Rock Air Force Base.

The award recognized the team’s efforts to ensure base-wide environmental safety.

“The Environmental Element is small but mighty,” said Ron Love, 19th CES Environmental Element chief. “It brings together existing environmental programs and mission management processes into an integrated network that enables the installation to control the environmental impact of its activities, products and services.”

The award-winning 19th CES Environmental Element provides, operates, maintains and protects both the natural and man-made environments at Little Rock AFB as a sustainable platform for the Combat Airlift mission. 

With only five civilians and four contractor positions, the team relies on additional manpower from other organizations to help carry the work load.

“Strong relationships with the 19th CES Utility Shop and Fire Department Spill Response, Bio-Environmental Monitoring and Sampling along with local and state agencies allow the team to meet mission objectives while ensuring compliance with local, state and federal regulations,” Love said.

The 19th CES Environmental Element led quarterly and annual internal environmental compliance assessment and management program, or ECAMP, inspections, making more than 88 visits to shops to ensure Team Little Rock remains in compliance with regulations enabling the Combat Airlift mission.

PORT-AU-PRINCE, Haiti – Airmen from the 19th Airlift Wing at Little Rock Air Force Base dedicated three C-130Js to the delivery of humanitarian aid and disaster relief response for Haiti on Oct. 7 after the Category 4 hurricane tore through the island. 

Currently, the U.S. Air Force is ferrying supplies to Haiti after Hurricane Matthew crippled access to the southwest region of the island and other hard-hit areas, washing out bridges and roads.

Although only one aircraft from the 61st Airlift Squadron went to Haiti and provided relief, two aircraft from the 41st Airlift Squadron remained on standby to offer support.

The 61st AS, along with members from the 41st AS and other base agencies, transported personnel from the 621st Contingency Response Wing, Joint Base McGuire-Dix-Lakehurst, New Jersey, a HUMVEE and other supplies to Port-au-Prince, Haiti, to support U.S. Aid operations. 

Air Mobility Command is tasked with providing unrivaled rapid global mobility. For this response, Little Rock AFB and Joint Base McGuire-Dix-Lakehurst worked together to ensure the supplies needed were transported to Haiti. These supplies were used to immediately treat individuals affected by the hurricane while others assisted recovery efforts.

“Humanitarian aid and disaster relief is a part of unrivaled airlift,” said U.S. Air Force Lt. Col. Angela Ochoa, 61st AS commander. “It is one of the most rewarding missions people can be a part of.” 

No stranger to providing humanitarian support, Little Rock AFB served as a supply hub and aeromedical
evacuation center during the aftermath of Hurricane Katrina in 2005. The U.S. Air Force stands ready for future requests from U.S. Aid to provide further aid and assistance. 

“It feels good to be in a position to be able to help other people,” said U.S. Air Force Capt. John Rebolledo, 61st AS C-130J pilot. “We have immense capability and flexibility to do so because of our assets.” 

Little Rock AFB is the Home of Combat Airlift and the world’s largest C-130 community, making the task to provide rapid global mobility a perfect fit. The C-130 Hercules primarily performs the tactical portion of the airlift mission. The aircraft is capable of operating from rough, dirt strips and is the main transport for airdropping troops and equipment into hostile areas and is the prime aircraft used to support natural disaster relief missions.

Military families are often asked to leave their homes, schools and friends to go where they are needed. In combination with goodbyes and making moving arrangements, it can be a very stressful time.

Recently, a family of three was asked to do just that.  In the middle of an already complicated process this family was faced with the birth of their second child.

“Blake’s birth and diagnosis of Down Syndrome occurred in the middle of my family’s move to Little Rock,” said U.S. Air Force Special Agent Adam Boccher.

Despite Blake being their second child, the Boccher family suddenly experienced the fear a new parent feels in a whole new light.

The Air Force family at Little Rock supported the Bocchers and led them on the path to success. 

The Exceptional Family Member Program, a program designed to provide support to military family members with special needs, stepped in to help the Bocchers find their way.

“To say our family was on an emotional rollercoaster going in circles would be an understatement,” Boccher said. “The Rock’s EFMP pulled us out of the cycle of confusion, set us - and more importantly Blake - on a path to success, and allowed me to refocus on being a wingman, leader and warrior.”

Through the efforts of the EFMP community, the Boccher family received the support they needed to focus less on logistics and more on loving and caring for Blake.

“When families feel empowered about their needs they are more likely to feel invested and make meaningful decisions, which improve their overall well-being,” said Regena Handley, 19th Medical Group EFMP representative. 

Developing and caring for Airmen and their families is one of the goals of both the U.S. Air Force and EFMP. The program is multipurpose, working to ensure equal opportunity for family members with special needs. 

Boccher’s wife, Brittany Boccher, took advantage of this when she noticed there weren’t any accessible swing sets on base for children with special needs.

“Do you remember enjoying the playground when you were a kid?” Brittany said. “Maybe seeing who could swing the highest? Those opportunities can be lost for a child whose disability keeps them from using a playground.” 

With the help of the EFMP community, Brittany helped coordinate every step of the process.

Brittany reached out to the EFMP with her research, coordinating with Handley for financial and logistical support for a swing with core-support and a seatbelt.

Welcomed by Blake’s joyful giggles, the accessible therapeutic swing was unveiled at the playground near the Family Camp and small base lake September 9, 2016.

The relentless efforts of the EFMP community allows children with disabilities an opportunity to be shoulder-to-shoulder with their peers, made evident by Blake and his sister, Harper, as they played side-by-side on the swingset.

Little Rock AFB’s EFMP continues to strive toward improving quality of life for 400 Team Little Rock families enrolled in the program.

“The base’s EFMP is growing,” Brittany said. “There is always room for improvement, it takes families participating and having their voices heard for the program to be successful and meet the needs of EFMP families.”

Members of Team Little Rock gathered with the 314th Airlift Wing Sept. 30 as the 48th Airlift Squadron transitioned and shifted its personnel to its sister unit, the 62nd Airlift Squadron. 

Since 2003, the 48th AS has trained C-130 pilots and loadmasters at Little Rock Air Force Base under the 62nd AS banner. 

The 48th AS has a long history with the 314th AW and has been a part of the wing during two different periods of time. The first was from 1971 to 1973 when the 314th AW was the 314th Tactical Airlift Wing. The squadron inactivated in 1973 but reactivated in 2003 when the 48th AS was tasked with being the first U.S. Air Force active-duty formal training unit for the C-130J, the newest C-130 variant.

Recently, with the 314th AW transitioning away from the H model, the 48th AS has again shifted into holding pattern while its personnel are realigned into the 62nd AS – a unit that previously maintained all C-130H training and boasts a robust history of its own.

“When determining which squadron would carry on the C-130J formal training unit, leadership determined that due to the fuller, more continuous history of the 62nd that it should remain active,” said U.S. Air Force Capt. Jacob Fuchs, 48th AS instructor pilot and training officer. “[This means] the 48th AS, which has been inactivated several times and inactive for long periods of time, will transition all aircraft and aircrew over to the 62nd AS.”

“The decision of which squadron to keep was a difficult one but it ultimately came down to overall heritage,” said U.S. Air Force Capt. William Burrows, 314th AW executive officer and C-130J FTU instructor.

The transition ceremony and reunion took place on Sept. 30 and drew in more than 200 active-duty and retired leadership of the 48th and 62nd to the event. 

“We were happy that so many people felt an attachment to the 48th or 62nd Airlift Squadrons,” Fuchs said. “It makes us feel validated – that we are doing something beneficial for the tactical airlifters of today and tomorrow. After the ceremony, we socialized with a lot of the great legends of the C-130 community.”

Although the 48th has transitioned, the expertise and heritage will live on in the 62nd AS.

“The 48th Airlift Squadron has been filled with most experienced C-130J crewmembers and instructs the most recent tactics, techniques and procedures to support C-130J operational units” Fuchs said. “This mass of C-130J experience coming from the 48th AS will join with all of the previous C-130 knowledge and will continue the tradition of tactical airlift training for the USAF in the 62nd AS.”

Although the 62nd is now the sole provider of C-130J aircrew training for the 314th AW, the tempo isn’t expected to slow down. 

“Overall, the transition has been seamless to the personnel in the squadron and it’s allowed our mission to continue without any impact to training,” Fuchs said. “The 62nd AS will continue the proud tradition of training aircrews for the U.S. and its allies.”

The 314th Airlift Wing is the nation’s tactical airlift Center of Excellence which is responsible for training C-130 aircrew members from the Department of Defense, Coast Guard, and 47 partner nations. Even through this transition, the wing continues to use 80 training devices to train more than 1,500 students annually, including more than 150 international students in DOD’s largest international flying training program.

Team Little Rock invited a terminally ill Arkansas teenager to experience life as an Airman during the Pilot for a Day program Oct. 3 at Little Rock Air Force Base.

The Pilot for a Day program, began 26 years ago, varies base to base, but each have the same goal: to give service members the chance to be directly involved with the local community and allow children with serious or chronic conditions to experience a day in the life of a U.S. Air Force pilot.

“We have many things related to our mission that are just downright cool,” said U.S. Air Force Capt. Seth Lake, 314th Operations Group evaluator. “Giving a child from the community who has been faced with so many challenges the chance to interact with those things in a one-on-one environment was just too good an opportunity to pass up.”

James Rogers, a 17-year-old diagnosed with end-stage renal disease, experienced what it’s like to be a pilot for a day. He was paired up with Lake as his wingman, who helped show Rogers the ropes.  

 “I hadn’t met James yet, so he was quiet at first,” Lake said. “The most exciting thing was seeing his enthusiasm increasing throughout the day.”

Leaving his day-to-day challenges at the gate, Rogers was dubbed a Combat Airlifter and tasked with the Combat Airlift mission. 

“Regardless of his medical challenges, James is an outstanding young man with a genuinely kind and giving heart,” said Ali Miller, Camp Aldersgate CEO, a non-profit camp which Rogers annually participates in.

Upon his arrival, Rogers was issued a flight suit, complete with patches on each shoulder and a personalized name tape. 

Upon donning an aircrew helmet before boarding a C-130J, the honorary pilot blended in on the flightline with the other aircrew. 

Rogers received a personal tour of an active C-130J Super Hercules, and then experienced what all student pilots endure to become a certified pilot and flew a C-130J in the simulator.

With delighted laughter despite crashing the simulated aircraft, the new pilot learned the basics of flight. “I need more practice,” Rogers said.

Rogers also had the opportunity to witness the full spectrum of Combat Airlift operations.

Knowing Rogers’ passion for firefighting, coordinators included a special stop at the base fire department. 

“He is a Junior Firefighter, and loves everything to do with firefighting,” Miller said.

After Rogers geared up, three firefighters helped him operate a firehose.

“It was a great opportunity for our guys to showcase our job and daily operations and help James live his dream,” said U.S Air Force Master Sgt. Mark Johnson, 19th Mission Support Group Fire Department deputy fire chief.

Rogers was the first member of the community for more than two years to participate in Team Little Rock’s Pilot for a Day program. 

“I hope that the program can continue for years to come and have a meaningful impact on the lives of children in Arkansas,” Lake said. “Overall it was a success, I think James and his family had a good time, and it was a great experience for everyone involved.”
