TOP STORY >> Water line break tests CE, Bio response

By Arlo Taylor
19th Airlift Wing Public Affairs

A repair crew of 16 military and civilian members from the 19th Civil Engineer Squadron were knee deep in mud and muck early last Saturday morning fixing a water main break on Arnold Drive that affected base housing and many of the base’s commercial facilities.

The water outage and resulting boil water order affected residents of base housing and customers of the Base Exchange, Commissary, Base Lake Shoppette, Arnold Drive Elementary, Family/Recreational Camp, 19th Medical Group , Child Development Center (Bldg. 1990) and Youth Center (Bldg. 1992).

“I could not be more impressed with how our team handled the situation,” said. Col. Chip Brown, 19th Airlift Wing commander. “We had a huge muscle movement on the weekend, taking folks away from their families, to come in and resolve the issue as quickly as possible. Thanks to our Bioenvironmental Flight and Civil Engineer Squadron, we were able to minimize impact to the community at large because of timely response, communication and execution. The entire team did a phenomenal job.”

Thanks to the swift response of the CE team, craftsmen fixed the broken pipe, restoring water service by noon Saturday. Though the break spilled approximately 650,000 gallons of water; no base facilities were damaged.

“Waking up to a phone call at 4 a.m. on a Saturday and hearing that you need to be in to work ASAP for an emergency water break is an uneasy feeling,” said Staff Sgt. Nicholas Miller, 19th CES Water & Fuel Systems Maintenance superintendent. “However, our team responded expeditiously and maintained a positive and professional attitude throughout the 12-hour day.”

Miller said his team continuously trains to dampen the mission impact and inconvenience that situations like this water main break can cause.

“[Training] played a tremendous role in executing this repair safely and correctly,” he said.

“All craftsmen were aware of the impact of this water break, and the importance of restoring the water as quickly as possible.”

The precautionary boil-water order was issued Saturday afternoon as a result of the water outage and continued until Tuesday afternoon. Under Arkansas Department of Health Policy, a precautionary boil order is necessary anytime a significant population is effected by a complete loss of water pressure for longer than two hours to minimize the impact of any bacterial contamination.

Base bioenvironmental experts from the 19th Aerospace Medical Squadron conducted water sampling in affected areas to measure disinfectant chlorine following full resumption of water service on Saturday afternoon.  This sampling was performed in accordance with Arkansas Department of Health Policy.

“No health threat or risk has been identified or suspected,” said Maj. Casey Cooper, Bioenvironmental Engineering Flight commander.  “The boil-water notice was issued as a precautionary measure.  Water on Little Rock Air Force Base meets or exceeds standards established by federal, state and Air Force regulations.”

The reason for a boil order and monitoring of a water system after a loss of water pressure is because water pressure provides water service (pushes the water through the pipes) and prevents the possibility of unhealthy contaminants and microbial organisms from entering the water system, Cooper said.

Base bioenvironmental experts vigorously test the base water supply to ensure the health and safety of Team Little Rock Airmen and their families. Child and youth center facilities are sampled monthly for bacteriological contamination and were also sampled in response to this water main break.  Representative samples are also collected monthly from the base water distribution system.

Cooper said customers who notice discoloration in their water should allow their taps to run for at least five minutes to clear facility piping systems.  All areas of the Little Rock Air Force Base water system are sampled for bacterial contaminants once per month. Disinfectant chlorine levels in the water system are continuously monitored by Civil Engineering.

Individuals interested in the base’s water quality can access the Annual Consumer Confidence Report at http://www.littlerock.af.mil or by calling Bioenvironmental Engineering directly at 501-987-7398.

TOP STORY >> Scout project improves Heritage Park

By Senior Airman Kaylee Clark
19th Airlift Wing Public Affairs

Many kids spend their summers at the pool or at sleepovers with friends, but David Evans spent many days of his summer coordinating and executing a Boy Scout project.

David spent approximately 165 hours volunteering to earn money, planning and completing the project which put two benches in Heritage Park. He raised $1,019 for the project.

While staying in lodging at Little Rock Air Force Base, Ark., David would walk around Heritage Park and noticed there weren’t any benches or seating at the park. He decided that the lack of benches gave him the perfect opportunity to complete his Eagle Scout project.

“I chose this project because I noticed a need and wanted to fill it,” he said.

American Legion Post 71 and Home Depot in Cabot donated monetary and material supplies. Cabot Trailer Park also helped by employing Evans with odd jobs to make money for his project. Several private citizens also donated money to the cause.

In execution of the project, David recruited the help of his friends from the Air Force Junior Reserve Officers’ Training Corp program at Cabot High School in conjunction with a member from Post 71, his parents, an Assistant Scoutmaster and a fellow Boy Scout.

He has been a Scout for 5 years; next February will be the start of his sixth year. Scouting starts with service, and for the higher ranks it’s a requirement to serve a set number of community service hours. To become an Eagle Scout, one has to plan and execute a service project using leadership skills.

“One of the reasons I chose the bench I did was because it has a warranty for fifty years,” said David. “I’ll be able to come back and say yeah, that name in the cement, that’s me. I did this.”

For David, the benches stand as a reminder of all of the hard work and dedication that was put into the project.

With plans to join the Air Force as an officer through the Air Force Academy, the Eagle Scouts program will give him experience and knowledge on leadership.

“Summer was optimal because of no school and the weather,” he said.

“Have I been busy? Yes.”

“Stressed? Excruciatingly.”

“Had a break? Not really.”

“But I wouldn’t have chosen to spend my summer any differently, service to the base, and earning Eagle Scout outweighs it all tenfold,” Evans said.

The project gives David the opportunity to share his love of aircraft with others.

“While he was writing his after-action report, he came to realize just how his project has impacted him on a personal development level; and that, to him, was priceless,” said David’s father, Master Sgt. Paul Evans.

When he realized that the park was enjoyed by people of all ages, he noticed there wasn’t anything to encourage senior citizens to enjoy the park.

“Scouting has been a huge part of David’s life and he’s learned a lot,” said his father. “Regardless of the trial he’s faced, Scouting and his faith have taught him how to seek the teaching moment and the lesson from the trial and apply it to his life.”

TOP STORY >> Financial problems can affect your career

By Master Sgt. Katherine Hallock Beard
19th Airlift Wing Legal Office

“Since Jan. 1 2014, I’ve had 30 members that have had their security clearances suspended, revoked and denied. Out of these, 99 percent have been for financial issues,” says Pamela Bowman, Personnel Security Program Manager at Little Rock Air Force Base. In addition to losing job security, the consequences of financial mismanagement range from paying higher interest rates and the denial of home rental and vehicle loan applications to emotional resignation.

Many resources are available to help the public create and maintain plans for financial security. Free sites like Khan Academy, CNN: Money 101 and University of California-Irvine’s OpenCourseWare: Fundamentals of Personal Financial Planning educates the learner on a variety of topics like budgets, retirement-planning and credit cards. Other courses like Purdue University’s Planning for a Secure Retirement are more focused on a single topic.

Free apps are also available to help with financial management. Expensify and HBL Moneywise are two that have been developed to directly help by tracking expenses, balancing budgets, categorizing expenses and keeping abreast of upcoming due dates on bills. Other apps like Love Food Hate Waste, Repair Pal and RedLaser indirectly help the user’s finances with money-saving ideas and purchases.

Little Rock AFB offers a variety of resources to help members financially. The Airman & Family Readiness Center offers a wealth of information on financial planning and has two Accredited Financial Counselors on staff. Services offered include a monthly brown bag series on financial matters and individual counseling. The A&FRC can be reached at 501-987-6801.

Once a member has started down the slippery slope of financial despair, the base legal office can offer guidance on what they can do about money issues regarding debt, debt collectors, housing and bankruptcy. In some cases, the attorneys can process actions for the military member under the Fair Debt Collection Practices Act, Military Lending Act, and Servicemembers Civil Relief Act.

Walk-in hours at the legal office are on Mondays from 2 – 3 p.m., and Wednesdays and Fridays from 9 – 10 a.m. The office is located at 1250 Thomas Avenue, Suite 222, or call 501-987-7886 for more information.

TOP STORY >> Black Letter Aircraft

By Capt. Casey Staheli
913th Airlift Group

It happens less frequently than a blue moon, and is rarer than a no-hitter in Major League Baseball, but black-letter initials do happen, and the 913th Airlift Group’s Maintenance Squadron made sure it did Tuesday, July 28, 2015, here at the Little Rock Air Force Base.

A black-letter initial is just that, a crew chief’s initial with black ink on an aircraft inspection Form 781H verifying the airplane has zero discrepancies. Maintenance teams often find discrepancies before and after flights which are noted on the form with red ink, but before this flight there were none.

“I’ve only seen this twice in 30 years,” said Chief Master Sgt. Ralph Babcock, 913th MXS superintendent. “The previous ones were on newer planes. This is a 1986 model and has more miles and thus more wear and tear making it even more of an accomplishment.”

Tech. Sgt. Timothy Hammonds, the 913th MXS dedicated crew chief made maximum effort to get aircraft 0419 black-lettered by spending extra time, energy and effort with his whole maintenance team.

“When the aircraft came back from depot maintenance we realized how close the plane was to being black-lettered,” Hammonds said. “I knew what a rare opportunity this was to get black-lettered, and my pride wouldn’t let me take a day off because I just wanted to get it there.”

Like others, Hammonds had heard of a black-lettered aircraft, but had never seen or signed one.

“It felt amazing to be signing and seeing my first black-lettered aircraft. It’s something every crew chief tries to achieve,” said Hammonds. “You’re always striving for it, and regardless of whether you get it, you always work towards it.”

Not only was Hammonds’ team able to get the aircraft black-lettered before the flight, but the plane returned with a “Code 1,” or zero discrepancies.

“That’s another rarity because typically something happens during or after the flight to causes a discrepancy,” said Maj. Paul Centinaro, 913th MXS Squadron Commander. “But this is a good representation of our organization and the capabilities we bring to Team Little Rock and what we bring to the fight. We’ve got the experience, the expertise and put the blood, sweat and love into the job.”
