A brand new C-130J aircraft delivered to Little Rock Air Force Base on June 20 marks the beginning of a modern legacy of global reach capabilities.

With this aircraft delivery, which is the final C-130J to arrive from the Lockheed Martin facility in Marietta, Ga., the 19th Airlift Wing is the third U.S. Air Force active-duty unit to complete its transition from the H-model to the newer J-model aircraft.

Known as “The Home of Combat Airlift,” the 19th Airlift Wing began transitioning from older C-130H cargo aircraft to newer C-130J models in 2004. The ongoing airframe conversion enables Airmen to improve tactical airlift abilities.

“The C-130J brings combat power and modernization to the forefront against our adversaries,” said Gen. Carlton D. Everhart II, Air Mobility Command commander, who personally delivered the commemorative C-130J. “The capabilities this aircraft brings is truly amazing.”

The new J-model cargo airframe offers a longer fuselage with additional pallet positions for added airlift capacity, an updated cockpit with digital avionics, more efficient engines and propellers, which increase range and speed and many other improvements.

The C-130J routinely enables 19th Airlift Wing Airmen to quickly supply humanitarian airlift relief to disaster victims and airdrop supplies and troops into the heart of contingency operations in hostile areas of Central Asia, South America and the Horn of Africa.

“Little Rock Air Force Base Airmen are leading the force on C-130J total integration,” said Maj. Justin Hinrichs, 41st Airlift Squadron assistant operations officer. “The J-model is simultaneously utilized by four different U.S. Air Force Major Commands here. The Team Little Rock family is made up of units representing the Air Mobility Command, Air Education and Training Command, Arkansas Air National Guard, Air Force Reserve Command and Air Combat Command.”

New C-130J aircraft will continue to be delivered to other units in the U.S. Air Force as well as to international coalition partners. Modernizing NATO air mobility fleets will enable American armed forces to continue to deploy anywhere in the world at any time, and keep them supplied.

“We are the force provider of choice because we will be anywhere, anytime, and at any part of the world in a moment’s notice,” Everhart said. “This is the sheer power Air Mobility Command brings to our nation.”

Six decades have passed since the C-130 aircraft was introduced to the United States Air Force in 1950. 

The aircraft, now known as the workhorse of the U.S. Air Force, has remained the longest continuously produced military aircraft, marking it the fifth aircraft to achieve 50 years of consecutive service.

Its remarkable life span is due to its versatile design enabling it to be configured for critical U.S. military operations including combat delivery, aerial refueling, special operations, disaster relief and humanitarian missions.

Since its introduction to Little Rock Air Force base in 1970, the C-130 has been a staple within the local community.

Not only does Little Rock AFB generate and support unrivaled combat airlift across the globe, it is currently the largest C-130 base in the world and home to the C-130 Center of Excellence, an international C-130 training school.

Today, the base houses two models of the aircraft: the C-130H and the C-130J.

The C-130H is praised for its ability to accommodate a variety of oversized cargo, including everything from utility helicopters and six-wheeled armored vehicles to standard palletized cargo and military personnel. In an aerial delivery role, it can airdrop loads up to 42,000 pounds or use its high-flotation landing gear to land and deliver cargo on rough, dirt strips.

“I was fortunate enough to fly the H model in Operation Iraqi Freedom and Operation Enduring Freedom,” said U.S. Air Force Maj. Justin Hinrichs, 41st Airlift Squadron assistant operations officer. “The result of those deployments was the effective transport of over 5,000 personnel and 230 tons of cargo, the equivalent of 150 vehicles that didn’t have to drive the dangerous roads of Iraq and Afghanistan.”

The second, and newest aircraft, to grace the flight line on base is the C-130J Super Hercules aircraft.

From the outside, the difference between the two is minimal, but a defining feature is the propellers. On the H model, there are four blades on each propeller, and the J model has six blades.

Inside the aircraft there is a stark difference. The C-130H requires a minimum crew of five, with two pilots, a navigator, flight engineer and loadmaster. The modern C-130J only needs three crew members, two pilots and a loadmaster.

“The reduced crew brings with it fewer members assigned to a squadron,” said U.S. Air Force Lt. Col. Eric Westby, 61st Airlift Squadron commander. “Yet all the jobs, additional duties, and behind the scenes responsibilities that keep an airlift squadron running are still run by Airmen that are meeting the expectations and handling their business with great energy and success.” 

The upgraded C-130J incorporates state-of-the-art technology that reduces manpower requirements, lowering operating and support costs. The aircrafts improved engines enables the J model to climb faster and higher, fly farther at a higher cruise speed, and take off and land in a shorter distance. Not to mention the 15 extra feet in the fuselage, increasing 2 pallet spaces in the cargo compartment.

Since its arrival here in 2004, the C-130J has slowly supplanted the legacy H models. New additions to the fleet have continuously filtered in with the latest and last arriving by the end of June for the 19th Airlift Wing. Little Rock AFB will still receive J models for the 314th Airlift Wing in the future. The remainder of the H models on the flight line will be operated by the 189th Airlift Wing Air National Guard. 

“We’re really just scratching the surface of what the J model can do operationally,” Westby said. “We will dig deeper and push the employment envelope even further; I think the 19th Airlift Wing will be on the leading edge of C-130J tactics, techniques, and procedures that will be executed by generations of Airmen to come. It’s an exciting time to be a Black Knight.”

The C-130J will provide a new era of combat capabilities for Little Rock AFB and carry on the legacy of the workhorse of the Air Force.

Two 19th Airlift Wing C-130Js and crews from the 41st and 61st Airlift Squadrons participated in Exercise Swift Response ’16, one of the premier military crisis response training events in the world for multinational airborne forces.

The exercise included more than 5,000 Soldiers and Airmen from Belgium, France, Germany, Great Britain, Italy, the Netherlands, Poland, Portugal, Spain and the United States, and took place in Poland and Germany. 

“The 19th Airlift Wing is postured to rapidly respond with decisive tactical airlift capability anywhere, anytime,” said Lt. Col. Sarah Santoro, 41st Airlift Squadron commander. “It’s imperative to prioritize participation in multi-national, joint exercises such as Swift Response to keep our joint warfighting skills fresh and ensure our Airmen are trained, prepared, and ready to answer the nation’s call to respond to any crisis around the globe.”

Black Knight aircrews returned June 15 and were involved in complex planning and mission execution with multiple international partners, multiple aircraft types, and multi-layered missions.

“Swift Response exercise gave our crews the opportunity not only to push themselves in a challenging, complex operation in an unfamiliar region, but they were put in positions of critical importance to the success of the overall exercise.” Lt. Col. Eric Westby, 61st Airlift Squadron commander said. “I think it was a great learning opportunity for our crews, but also a great chance for them to test their skills.”

The exercise reinforces the partnerships and interoperability vital for effective combat airlift.

“Partnerships like these are very important,” said Westby. “We need and rely heavily upon our international partners to accomplish everything from humanitarian relief and rescue missions to kinetic operations against ISIS and the Taliban.  International partnerships are not a luxury, they’re an absolute necessity.”

The relationships cultivated today will pay dividends down the road in current and future operations.

“Exercises such as Swift Response provide a critical opportunity to build and fortify working relationships between the services and our international partners, plus we’re able to enhance our joint crisis response interoperability as an integrated multi-national team.  Notably, Airmen often develop professional working relationships with our partners that will be leveraged in future exercises or operations,” Santoro said.

Team Little Rock aircrews partnered with other teams from Dyess AFB, Texas, the West Virginia Air National Guard, Ramstein Air Base, Germany, the British Royal Air Force and Polish air force. They also worked closely with Soldiers from the 82nd Airborne Division at Fort Bragg, N.C. as well as other coalition soldiers. While staging out Bydgoszcz Airport, Poland, the aircrews are working with a Contingency Response Team of Airmen from Travis AFB, California, and Dover AFB, Delaware. 

This year, Swift Response demonstrated the allies’ ability to respond to a crisis scenario from staging bases in both Europe and the U.S. within 18 hours of notification.  A battalion of the 1/82 Airborne  made a 10-hour transatlantic flight from Fort Bragg, North Carolina – including en-route refueling, mission planning and parachute rigging – to the exercise area near Torun, Poland.  Above Torun, they joined approximately 1,000 paratroopers from the British, 16 Air Assault Brigade and Polish 6th Airborne Brigade to conduct a multi-national jump on to a designated drop zone.  At the same time, the Europe-based 173rd Airborne Brigade deployed from staging bases in Germany to conduct airborne assaults on to training areas in the north of Poland. 

The exercise transitioned to southeast Germany, where the multi-national airborne task force conducted a combat training center field exercise at the Army’s Grafenwoehr and Hohenfels Training Areas. 

Swift Response is one of a series of near-simultaneous exercises in eastern Europe this summer that demonstrates U.S. and allied capabilities and further supports assurance and deterrence measures in the region.  The airborne jumps and seizure of key terrain and bridge-crossings set the stage in Poland for the multi-national land force exercise Anakonda, as well as enabling the passage of the U.S. Army’s 2nd Cavalry Regiment as they move through the region toward exercise Saber Strike in the Baltics.

NORMANDY, France – In commemoration of the 72nd Anniversary of D-Day, U.S. Airmen from the 48th Airlift Squadron and 62nd Airlift Squadron of the 314th Airlift Wing from Little Rock Air Force Base, Arkansas, transported on June 5, 2016, more than 60 U.S. Army paratroopers from the 82nd Airborne Division from Fort Bragg, N.C., and the 173rd Airborne Brigade from Vicenza, Italy, over the “Iron Mike” Monument and La Fiere Drop Zone in Normandy, France.   

The airdrops of paratroopers symbolizing the role the 314th Troop Carrier Group – the 314th AW’s predecessor -- played during the Normandy invasion of World War II. During the invasion, the 314th TCG delivered paratroopers from the 82nd Airborne Division over Normandy, France. This is the first time the 314th AW has been able to participate in the D-Day commemorative events.

This year, festivities were held in the local communities surrounding St. Mere-Eglise, one of the first French towns liberated by the Allies during World War II. These events, which began June 1, 2016, and continued up to the grand commemoration on June 6, 2016, highlighted just how important remembering the importance of what happened 72 years ago and how crucial it is to not repeat the past. Local residents and thousands of tourists all came together to touch a piece of history, and to see the legacy continued by today’s military.

“Seeing so many people come together and appreciate what we do makes me appreciate what I do even more,” said U.S. Air Force Staff Sgt. Rachel Stewart, 314th Operations Group C-130J loadmaster. “It also makes me realize the impact of our roles, not just on an Air Force level, but on a global level.”

This year the 48th AS will be deactivated in September making their participation in this year’s commemorative events especially poignant.


“It’s a big year for the 314th AW,” said U.S. Air Force Maj. Bryan Lucas, 314th OG C-130J pilot. “Participating in the anniversary is bittersweet. The 62nd AS is transitioning from the C-130H to the C-130J while the 48th is standing down. It’s wonderful to see these two squadrons who flew over Normandy in 1944 can fly one more time here.”

Standing at a slender 6 feet tall, U.S. Air Force Senior Airman Vincent Williams, a 48th Airlift Squadron aviation resource manager apprentice, has a dominating presence. However, it is not his stature that makes him a force to be reckoned within his career field.  

Williams has a relentless work ethic and calm demeanor that sets him apart head and shoulders above his peers.  His hard work and dedication to the 314th Airlift Wing’s training mission has earned him a multitude of awards and recognition throughout his career.

Williams was named the 314th Operations Group Mission Support Enlisted Member of the Year for 2015 at Little Rock Air Force Base, Ark.

He led the annual profile review by auditing 64,000 training events which led to a 89 percent mission ready status for the 314th AW and the 189th Airlift Wing. His relentless work ethic allowed for the creation of one thousand flight orders which validated 3,600 events and ensured the training completion of 383 aviators across four Air Force Specialty Codes.  

Before Williams would accomplish these feats, he was a regular high school graduate trying to find his place in the world. 

“I joined the service after I realized I needed to do something meaningful with my life,” Williams, a Dawson, Georgia, native, said. “Before I came in, I spent a lot of time playing video games, but since joining, I haven’t had the time.”

He now devotes all his attention and skills to his career field and bettering himself as an Airman through the mentorship of his supervisors and the training he receives.

“I’m always training,” Williams said. “I’m that Airman that will ask for a task evaluation just so I’m signed off on it, and my leadership and I know that I’m doing my job correctly.”

Training is vital to mission success and it’s what drives Williams. The competitive atmosphere of today’s work force also motivates him to better himself and push his limits.

Anything Williams touches — whether it’s playing sports or testing for staff sergeant — he is trying to thrive in that arena he said. 

“It has been a growing experience for me,” Williams said. “This is my first job, and it’s humbling knowing what I have accomplished now and remembering what I did back then, and I take pride in that.”

Among the accolades previously mentioned, Williams also earned Airman of the Quarter numerous times, Senior Airman Below the Zone, and will receive the Chiefs’ Group Sharp Troop Award June 7, 2016. 

“He’s an outstanding Airman whose work speaks for itself,” said U.S. Air Force Master Sgt. Joshua McMahan, 48th AS loadmaster superintendent. “Watching how he works and interacts with everybody, you can tell he really cares about doing a good job. His awards are well deserved.”

Williams was recognized for having an intense mission focus to the 314th AW 99 percent graduation rate. Not to mention, he processed 314 students, verified 2,200 requirements and validated more than 6,100 training items, to name a few.

“I could never take all the credit,” Williams said. “I’m not doing this alone, I have a great support system within my office, as well as within my leadership to make sure we are all doing what we’re supposed to be doing.”

Williams is no doubt a well-rounded Airman who embodies the Air Force Core Values and sets a standard for being a Combat Airlifter anytime, anywhere, McMahan said. 


“I still have a lot more to learn, and a long way to go,” said Williams. “I love what I do on a daily basis, and that is an accomplishment for me.”

Editor’s Note: The 2nd Annual Turkey Shoot ended with 48th Airlift Squadron taking first place, 913th Airlift Group taking second place and 41st Airlift Squadron taking third place. 

The 913th Airlift Group reached two milestones during the 2nd Annual Turley Shoot competition: flying their first mission with a C-130J flown by an all-913th AG aircrew, and flying the first J-variant mission for the Air Force Reserve Command.

What they didn’t expect was that an aircrew assigned to the 327th Airlift Squadron, part of the 913th AG, would place second in the competition. This was especially surprising as this was their very first all-913th AG flight since transitioning from the C-130H to the C-130J last year.

The competition was May 13, 2016, with the award ceremony held May 20. During the awards ceremony, it was announced that “TUSK21,” the 327th AS team, placed well in each category with an overall performance resulting in second place. 

“This was the unit’s first flight, and although expectations were high, the lack of experience on the “J” model was in play,” said U.S. Air Force Reserve Tech. Sgt. James Crawford, 327th AS loadmaster. “Making this was somewhat of a surprise, even though aircrew and maintenance personnel from the 913th AG have been in training on the ‘J’ model for months.” 

The Turkey Shoot, a competition with six aircrews vying for the top prize, was hosted by the 314th Airlift Wing. There were two aircrews from the 61st Airlift Squadron, and one each from the 41st Airlift Squadron, 48th Airlift Squadron, 327th Airlift Squadron and the 714th Training Squadron. All of the units are based at Little Rock.

The competition covered 10 different areas of tactical airlift including the on-loading and off-loading a Humvee, assault landings, simulated airdrop training, high-level and low-level time control, threat mitigation and simulating degraded GPS-operations— all designed to evaluate and test the aircrews in every aspect of Combat Airlift.

Umpires, or evaluators, on each aircraft reviewed the aircrews’ performance. U.S. Air Force Maj. Steve Freeman, 48th AS, was the crew’s umpire for 327th AS, while U.S. Air Force Master Sgt. Dave Hemphill, 327th AS, was onboard as an observer.

The 327th AS aircrew consisted of U.S. Air Force Reserve Maj. Chris Dickens, aircraft commander; U.S. Air Force Reserve Maj. Mike Gerstner, copilot; U.S. Air Force Reserve Chief Master Sgt. Steve Tarrance and U.S. Air Force Reserve Tech. Sgt. James Crawford as the loadmasters.

The 913th AG was re-designated as a classic association earlier this year and doesn’t own its own aircraft. The aircraft they flew was on loan from the 41st AS. 

Airmen from the 913th Maintenance Squadron worked alongside Airmen from the 19th Maintenance Squadron Airmen to prepare, launch and recover the aircraft.  

“This is yet another first for Team Little Rock. Our first dedicated AFRC mission in a J-model has come about through unprecedented teamwork and coordination. Our 327th Aircrew have worked hand in hand with the 41st in the training and preparation leading up to this mission,” said U.S. Air Force Reserve Lt. Col. Neil Hede, 327th AS commander. “I am proud of the progress we’ve made and that this mission wouldn’t have taken place if our supporting functions, the 913th and 19th Operations Support Squadrons were not fully engaged.” 

U.S. Air Force Reserve Col. Craig Drescher, 913th AG commander, was impressed with the 327th AS Airmen’s preparation and performance in the competition.

“The crew overcame challenges in the scenario and some unexpected obstacles with the plane. The umpire was extremely impressed with the professionalism and abilities of the crew,” Drescher said. “Please join me in congratulating all the maintainers who made the mission happen and our crew that represented the 913th AG in exemplary fashion.”
