New Urgent Care Pilot Program for Prime Beneficiaries
To increase access to care, the Department of Defense is launching an Urgent Care Pilot Program for TRICARE Prime beneficiaries. This program allows Prime enrollees two visits to a network or TRICARE authorized provider without a referral or prior authorization.

The Urgent Care Pilot Program, scheduled to begin spring 2016, is for:

Active Duty Family Members enrolled in TRICARE Prime or TRICARE Prime Remote 


Retirees and their family members who are enrolled in Prime within the 50 United States or the District of Columbia 

Active Duty Family Members enrolled in TRICARE Prime Remote and stationed overseas, but traveling stateside

Free DSST Retake for Eligible Military Members
Starting April 18, military service member students who do not pass their first DSST exam will be eligible for one free retake. Students will be able to take advantage of this promotion by providing a voucher code at the time of retest. The voucher code will be sent to students via email one to two days  after taking the exam. Please note the DSST Public Speaking Exam is not applicable for the second shot promotion. Students taking this exam will not receive a voucher. Students will be able to take advantage of the promotion until May 31, 2016. As part of this limited time promotional offer, the standard wait period to retake a DSST exam has been reduced from 90-days to 30-days beginning April 18. Schedule exams at the Arkansas State University-Beebe office in Room 115 of the education center. For a list of Community College of the Air Force applicable exams are available on the education center’s SharePoint site.

TRICARE beneficiaries away at college who have a temperature or a sore throat and their doctor’s office is closed for the night now have another option for medical advice. The TRICARE’s Nurse Advice Line (NAL). The NAL gives TRICARE beneficiaries access to care, 24 hours a day, 7 days a week. With just one call beneficiaries can get expert advice from our team of registered nurses. They will answer urgent care questions, give health advice, help find a doctor and schedule a next-day appointment at a military hospital or clinic if available. Green Flag 16-06 provides extensive hands-on training to multiple service members - both joint and coalition forces -- in a short span of time which existed between April 14 to 24, 2016.

Wanting to get a firsthand look at the foundation provided by the 34th Combat Training Squadron, U.S. Air Force Maj. Gen. Jerry Martinez, Air Mobility Command Director of Operations, immersed himself into the exercise so he could witness the operations and meet the participants.

Martinez put boots-on-the-ground April 18, in Fort Polk, Louisiana, to view the main staging area for the exercise and saw quickly why Green Flag is known as the premier Mobility Air Forces training exercise.

“The 34th CTS is one of the premier training squadrons in our entire command and their reputation is amazing,” Martinez said. “They not only train our Airmen, but they work with other departments and other services in order to make our Airmen better.”

This particular iteration of Green Flag is unique from previous training exercises because it integrated a large number of international partners participating side-by-side with U.S. Airmen and Soldiers.

“It does us no good to train as if we’re going to be a single force,” Martinez said. “We work with different countries to better understand each others’ tactics, techniques and procedures. You don’t want to figure TTP’s out when you’re on the battlefield; the time to figure those out is while you can do it in a good constructive training environment. That is exactly what we do here, and that is why it’s so important.”

Inclement weather consisting of heavy rain and thunderstorms did not deter the general from visiting the troops. The elements only added to illustrate how seriously this training is taken.

“Every time I go out to the field, I get to see my fellow Airmen doing their job and it makes me so proud. I see these individuals -- these young men and women -- who are so smart, so technical, so scientific, and can adapt (to any situation),” said Martinez. “You see them and realize there is a reason we are the best Air Force in the world; it’s because of our people.”

U.S. Air Force Chief Master Sgt. Kenneth Carter recently stepped into his new role as the command chief for the 19th Airlift Wing. Having served in various roles ranging from an aircrew flight equipment technician to an instructor to a first sergeant, Carter is ready to use his experience to take care of the Little Rock Air Force Base Airmen and ensure the Combat Airlift mission is carried out successfully.

During the first few weeks on the job, Carter has focused on learning as much about the mission as possible in an effort to connect to the Airmen and be knowledgeable of the responsibilities they are charged with carrying out.

Below are a few of the questions Carter answered about what his hopes and goals are as the command chief of the Black Knights:

Q: What do you hope to bring to Team Little Rock?

A: Out of my 26 years of service, I think experience is really what it’s all about. The Air Force trains us during basic military training, technical school and through on-the-job training when we reach our bases. Everything we learn - all the experiences that we have - I think builds body of work that can be used later in your career you get to leverage. I think carrying (those experiences) forward, sharing what you’ve learned is one of the most important things you can do because we are developing people who can do the mission well and eventually replace us.

Q: What key items so you plan to invest in with regard to the enlisted force?

A: Colonel Brown really emphasizes what it takes to complete the mission in the Air Force, and that’s the people, partnerships and readiness. I think most important is trying to figure out how you fit into that. Whatever your (Air Force Specialty Code) is, every day you should be thinking how do you fit into that concept.

Q: What are your priorities?

A: I hope to get back to the basics and invest in the camaraderie, the teamwork and the family you develop in the Air Force. We are a family, and just saying it isn’t enough. We have to invest in our people and take care of them. A priority to me is asking questions, listening to what people say and then taking action. I want to reach out and touch as many people as I can. I want to go out and meet people in their work spaces so I can learn what they do, what’s important to them, what their priorities are, what their values are, and what their goals are. Whether they stay four, six , 10, 20 or 30 years, I want their (time in service) to be a great experience.

Q: How will you ensure 19th AW priorities of People, Readiness and Partnerships are embraced?

A: When I am out and about with the commander and vice commander, I just like to stop at places and just say hi and shake hands and tell people thank you. We had a great team out at KUDOS, it’s just amazing, you look around and you’d think you’d see a lot of senior leadership coming out of those different offices and organizations to be out there with the families and kids and it’s just a lot of young Airmen, excited to be doing what they do. Some have been here two weeks some have been here 7 or 10 years and they are still out there loving what they do, loving there job, loving their profession and sharing their craft. They spent years perfecting their craft now they are out there sharing it. Sharing the message and the mission of TLR and taking care of specifically the people, partnerships and readiness.

Q: How do our Airmen of today not only support the mission here for Combat Airlift, but the greater mission with joint and coalition forces?

A: We have a very smart force of enlisted, officer and civilian Airmen. We’re leaner but it’s amazing to hear the people talk about what they do and the different places they’ve been and the experiences they have had. When I see a C-130 take off from here, I wonder where they are going and if they are going somewhere to provide supplies and support across the United States. I wonder if they are providing disaster relief or going somewhere overseas to support the Combat Airlift mission and the different countries we are allied with. Every person on this installation supports that and they should take pride and be very proud of that mission: The combatant commanders know they can rely on our team here and I think that’s really important. Showing the connection on what they do every day and how impacts the bigger picture. So when you turn the news and you see supplies and vehicles being offloaded, those things got there, probably from one of our C-130s. People need to understand what they do every day is very important to Combat Airlift.

Showing the impact Combat Airlifters have on current operations — whether it’s training, humanitarian support or aiding the combatant commanders — Chief Carter is dedicated to taking care of the people so the mission will not fail.

Free DSST retake for eligible military members
Starting April 18, military service member students who do not pass their first DSST exam will be eligible for one free retake. Students will be able to take advantage of this promotion by providing a voucher code at the time of retest. The voucher code will be sent to students via email one to two days  after taking the exam. Please note the DSST Public Speaking Exam is not applicable for the second shot promotion. Students taking this exam will not receive a voucher. Students will be able to take advantage of the promotion until May 31, 2016. As part of this limited time promotional offer, the standard wait period to retake a DSST exam has been reduced from 90-days to 30-days beginning April 18, 2016. Schedule exams at the Arkansas State University-Beebe office in Room 115 of the education center. TRICARE beneficiaries away at college who have a temperature or a sore throat and their doctor’s office is closed for the night now have another option for medical advice. The TRICARE’s Nurse Advice Line (NAL). The NAL gives TRICARE beneficiaries access to care, 24 hours a day, 7 days a week. With just one call beneficiaries can get expert advice from our team of registered nurses. They will answer urgent care questions, give health advice, help find a doctor and schedule a next-day appointment at a military hospital or clinic if available. The 34th Combat Training Squadron and U.S. Army personnel worked closely with coalition forces from Sweden, New Zealand and Australia during the Green Flag Little Rock 16-06 exercise April 14-24 at Little Rock Air Force Base and Ft. Polk, La. 

“Since GFLR is not driven by a set training syllabus, each exercise is tailored to each individual unit’s requirements,” said U.S. Air Force Col. Charles Brown, 19th Airlift Wing commander. “No two exercises are the same and that helps the Mobility enterprise by continuing to challenge their warfighting skills while providing real-world experiences with partners they may not be able to get with home-station training.”  

Currently, along with U.S. service members from the Air Force and Army participating, there are also 100 international partners. This partnership helps ensure better cohesion between the forces which allows for more successful deployment and humanitarian missions.  

“Our coalition partners are crucial to the overall success of contingency operations around the world,” Brown said. “All recent major military actions have been undertaken in conjunction with our coalition partners, and we should take every opportunity we can to train with them. The participation of our international partners in Green Flag Little Rock provides each nation a broader perspective on the capabilities and limitations we each bring to the theater.”  

The wealth of information gained by working together in a joint training environment fosters new and innovative ways to address and confront situations and challenges.

“We use this training as inspiration on how to do things differently,” said Swedish Air Force Lt. John Adamsson, 71st Tactical Airlift Squadron pilot. “The volume of participants involved in this exercise and the airspace available provides great context for us. Exercises such as Green Flag allows us some of the best training opportunities mainly because we can really interact in a manner we would while working with other countries in real engagements.”

Improving on mission management, situational awareness and weather planning are all goals in the green flag exercise. 

“Prior to GFLR execution, the Airmen of the 34th Combat Training Squadron integrate (Mobility Air Forces), Army and coalition objectives into a dynamic, free-play training scenario designed to challenge the operational skills of mobility aircrews, ground support personnel and Army logistics,” Brown explained. “This partnership training is done under the purview of a Joint Staff accreditation, on behalf of Air Mobility Command, and for the realistic training of the joint warfighters that will have to accomplish these tasks in an overseas combat environment.” 

The crossflow of information and the lessons learned from exercises such as Green Flag serve as building blocks for working in joint and coalition environments.

“Everything we learn here we can employ when we work together in real-world conflicts,” said Royal Australian Air Force Sgt. Xavier Sheriff, 37th Squadron C-130 loadmaster. “We have worked with the American forces in Iraq and Afghanistan but not to this extent. Next time we work together, we will be better prepared which will make our integration on the battlefield more effective while improving our interoperability.”

Green Flag Little Rock provides the most realistic, tactical-level, joint combat employment training, tailored to mobility Air Force needs with the end goal of improving mission management, situational awareness and airspace compliance with joint and coalition forces.

Retired U.S. Army Chief Warrant Officer 2 John Heffernan retired April 15 after 18 years as the director of the Little Rock Air Force Base Retiree Activities Office. 

“Heffernan is the spitting image of the priorities. He’s a true Arkansas hero; he’s provided a way of communication to the people we don’t have direct access to,” said U.S. Air Force Col. Charles Brown, 19th Airlift Wing commander. “Time and time again, he has been a steadfast communicator for the community and made sure he has given them the proper information. He just continues to serve and serve his community.”

Before Heffernan began volunteering at the retiree office, he joined the U.S. Army in 1962. After completing basic and advanced training, Heffernan was stationed at Fort Richardson, Alaska. During this assignment, Heffernan was involved in the Cuban Missile Crisis because he set up communications for this event for six months. Another milestone for Heffernan was when he spoke to President Lyndon B. Johnson while setting up communications for the American Red Cross during the 1964 Great Alaska Earthquake. Heffernan left active-duty service in 1965 and joined the Army National Guard, where he served for 27 years. 

After his military career had ended, Heffernan still wanted to be a part of help service members which led him to volunteering at the retiree office here. Heffernan was an essential part in disseminating information to the public and provided support to more than 53,000 central Arkansas retirees, annuitants, gray-area retirees and 100-percent disabled veterans. In addition to supporting the Retiree Office, he provided more than 9,000 hours to medical customer service, the base veterinary program, and the Military Personnel Flight service. 

All the memories I have from my time serving my country and serving alongside of so many exceptional people is what makes this so hard to step away from, Heffernan said during his retirement ceremony. I am very proud to have been a part of this and I want to thank everyone for the memories.

Members of Team Little Rock honored the legacy of the Doolittle Raiders on April 18 in Hangar 1080 at Little Rock Air Force Base. 

This toast is made annually to honor the courage and sacrifice of the Doolittle Raiders. This year, Team Little Rock hosted the 74th anniversary toast. With the only two surviving members Staff Sgt. David Thatcher, B-25 Crew #7 engineer/gunner and 100-year-old Lt. Col. Richard E. Cole, B-25 Crew #1 co-pilot.

Eighty men volunteered for a dangerous mission to retaliate against the Japanese after the Pearl Harbor attack on April 18, 1942, during World War II. The raid went down in history as the Allies’ victory and a turning point in the war. 

“The psychological effect helped turn the momentum of the war,” said Jeff Thatcher, Children of the Doolittle Raiders president and son of Staff Sgt. David Thatcher. “The Doolittle Raid was a tremendous morale boost for the United States and eventually led to victory in the Far East.”

Seventy-four years later, the raid continues to have an impact on not just the aerospace community but also the family members. 

“This ceremony is especially significant for me since the 19th Airlift Wing received the James H. “Jimmy” Doolittle Award in 2014 for significant contributions to airpower history such as having multiple flying roles in the Air Force” Thatcher said during his remarks. 

Before making the toast, Thatcher presented a commemorative gold medal to Col. Charles Brown, 19th AW commander, and the members of Team Little Rock for their professionalism and support in honoring the Doolittle Raiders. 

“Thank you to the Raiders,” said Brown, “The raid proves that you can’t do it alone. The Doolittle Raiders made a partnership with the U.S. Navy and accomplished the mission. I find it fitting that we have the toast here today because that’s what we do so well here at the Rock. We create partnerships and more importantly we value our partnerships.”

2015 tax requirements
Available for tax year 2015 is another form in MyPay under Taxes, the IRS Form 1095. The Affordable Care Act signed into law March 23, 2010, requires all U.S. citizens and legal residents to obtain and maintain a minimum standard of health care insurance. For 2015, taxpayers are required to prove that they have obtained the minimum essential coverage, TRICARE qualifies for this coverage. Proof of coverage is the Department of Treasury Internal Revenue Service Form 1095: Employer Provided Health Insurance Offer and Coverage. Active duty, Air National Guard, Air Force Reserve, retiree and civilians will need to have the IRS Form 1095 to file their 2015 taxes.

TOP STORY >> KUDOs teaches kids about deployments

The Airman and Family Readiness Center sponsored its fifth annual Kids Understanding Deployment Operations event April 9 at Little Rock Air Force Base.

KUDOS is a kid friendly way for military children to experience the deployment processes their parents go through each time they head down range. The event also helps lessen or ease anxiety that children may have during a parent’s deployment.

 Approximately 275 members of Team Little Rock participated in the event with multiple squadrons setting up booths demonstrating Air Force deployment operations to military children.

 “When children better understand why their parents have to deploy, it can reduce stress put on families before, during and after deployment operations,” said Wayne Ojala, an A&FRC Community Readiness consultant. “KUDOS can be a force multiplier when military members are less worried about their loved ones and more focused on their mission.”

The event displayed various duties service members perform during a deployment. Chapel, finance, medical group, legal office and A&FRC representatives ushered the children through an age appropriate version of a deployment processing checklist. Children also toured the inside of a C-130 J and operated an explosive ordnance disposal robot.

KUDOS “deployers” perfected their aim at a mock-firing range and participated in other activities like mock-camouflage face painting, some of them even painting the faces of the volunteers to help them get in the spirit of the event.

“Sometimes it’s hard to determine who has the most fun; the kids, the parents or the volunteers,” said Sharon Thompson, A&FRC chief.

“The event is important because it gives us a chance to talk about deployment to children in way that allows them to see what their parents experience and to remove the fear or lessen the stress they feel when a parent deploys,” Thompson said.  “It makes it easier for both the child and the parent when there is a certain level of understanding and what deployment means.” 

Volunteers also gained insight from the event.

“Both U.S. Air Force Airmen and non-commissioned officers came here to volunteer and brought their own families,” said Master Sgt. Scott Shields, KUDOS volunteer.  “I think it was a great event and I’m proud of everyone who volunteered.”
